II. Antitrust Basics for Government Purchasers
Description: As part of the Texas Attorney General’s “Government Purchaser Initiative,” this program is designed as an antitrust primer for government purchasers. After a brief background on competition and antitrust law, we will examine how anticompetitive behavior can harm Texas agencies and let you know what you can do about it. We will focus on one particular variety of anticompetitive conduct: bid rigging. When vendors rig bids, taxpayers lose. But you can help guard against it by knowing the red flags, which include an assortment of suspicious circumstances, behavior, and patterns. Ultimately, this program is designed to help governmental purchasers spot—and do something about—potentially anticompetitive behavior during and after the bidding process.
