     NCLB 2001
    Focuses attention on the general education curriculum by requiring States to develop “challenging” academic standards for both content and student achievement for all children in at least mathematics and reading/ language arts and, by the beginning of the 2005-2006 school year, science.

    ACCESS TO THE                                    GENERAL EDUCATION CURRICULUM
     
     IDEA 2004

    Prior to 1997 amendment:  ...children with disabilities were given the right to receive a “free appropriate public education” (FAPE) in the “least restrictive environment" (LRE). The purpose  was to provide students with disabilities the right to a public education, individually tailored to address disability-specific needs. This initial law focused on providing students with disabilities access to special education services  as well as physical access to the school building.

             Following 1997 Amendment:  ...Special education is “specially designed                         instruction” whose purpose is to address the unique needs of the child that            result from the child’s disability; and to ensure access of the child to the                  general curriculum, so that he or she can meet the educational                              standards within the jurisdiction of the public agency that apply to all children.
             •“...education of students with disabilities can be made more effective           by having high expectations for such children and ensuring their            access to the general education curriculum in the regular                         classroom, to the maximum extent possible…”
