    Each Texas regional education service center is required to develop a plan for assisting districts with improving student performance, operating effectively and efficiently, and implementing state initiatives. The plan, developed by ESC staff members, considers many factors including client perceived needs, client needs, and client feedback. The resulting plan of action helps to guide personnel in delivering services to districts throughout the year.
