Emergent Bilingual
The Bilingual/ESL/Title III, Part A program provides professional development and technical assistance for districts with state and federal policy guidelines for educating Emergent Bilingual (EB) students and offers services that are designed to advance the progress and performance of EBs.
Additionally, district members of the Region One ESC Title III, Part A Shared Service Arrangement receive direct services and support aligned to the purposes and intent of Title III, Part A of the Every Student Succeeds Act.

Billingual TExES & BTLPT Preparation
ESL TExES (154) Preparation Session
This training focuses on the TExES English as a Second Language Supplemental (154) exam. The session is designed to provide the participants with an overview of the test, including the targeted domains and competencies, the test format, and sample questions.
Bilingual TExES (164) Preparation Session
This training focuses on the TExES Bilingual (164) exam. The session is designed to provide
the participants with an overview of the test, including the targeted domains and competencies, the test format, and sample questions.
BTLPT (190) Preparation Session/Academy
These informative sessions will provide an intensive overview on the TExES BTLPT (190) and multiple opportunities to practice listening, speaking, reading and writing in Spanish for those interested in taking and passing the BTLPT Exam. Participants will be able to gain valuable knowledge aligned to the TExES domains, competencies, standards, and test format.

If you want to be bilingually certified, keep in mind that you will have to take the Bilingual Supplemental TExES and the BTLPT;

Emergent Bilingual Support- Instructional and Linguistic Certification Coaching
An Emergent Bilingual (EB) student is a student who is in the process of acquiring English and has another language as the student's primary or home language.
In Texas, EB's encompass more than 20% of the student population, ranking first from the top 10 states in the nation with highest EB enrollment.
The Center for Excellence in Education of Diverse Students, through the Bilingual/ESL Program at Region One Education Service Center, provide Bilingual/ESL instructional coaching to Local Education Agencies.
This researched based Bilingual/ESL instructional coaching design supports EB educators with high yield sheltered instruction strategies to ensure the cognitive, linguistic, and affective development of more than 160,000 EB students.
The Bilingual/ESL instructional coach and teacher work in partnership through face to face and/or virtual learning to reflect on teaching practices that enhance planning, instructional delivery, student engagement, achievement, EBs’ English language proficiency in listening, speaking, reading, and writing, and increase equity for all EBs in our region.

TELPAS Academy
Accelerating EB Progress through Cognitive and Linguistic Scaffolding Strategies
A four-day academy for Teachers of Emergent Bilingual Learners to engage in dynamic, hands-on, professional learning experiences to enhance their understanding of the TELPAS Proficiency Level Descriptors and how to implement technology tools and innovative practices in their classrooms to increase academic language proficiency.
Sheltered Instruction Strategies
This session will address the characteristics of sheltered instruction, research in second-language acquisition, needs of Emergent Bilingual students, and instructional strategies to deliver comprehensible instruction, including content and language objectives, randomization techniques, total response signals, vocabulary development, structured reading and writing techniques, and structured conversations, among others.
Content Based Language Instruction (CBLI) Foundation Training
These sessions are designed for all educators of emergent bilingual students and provides practical, research validated practices that are essential for effective language programming. Content-Based Language Instruction (CBLI) is an integrated approach to language instruction in which language is developed within the context of content delivery that is culturally and linguistically sustaining.

Title III
Title III, Part A Shared Service Agreement
English Language Acquisition, Language Enhancement, and Academic Achievement Act
Purpose
Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (ELs) and immigrant students attain English proficiency and develop high levels of academic achievement in English. Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet.
Region One ESC offers a cooperative for districts wishing to leverage their Title III, Part A funding to gain high quality services. District members of the Region One ESC Title III, Part A Shared Service Arrangement receive direct services and support aligned to the purposes and intent of Title III, Part A funding.

The Emergent Bilingual Strategic Plan
Given the continued increase of emergent bilingual students in classrooms across Texas, this strategic plan is timely in providing a blueprint for support needed to bring intentionality and focus to such a large, specialized population impacted in Texas schools.
Our goal for Texas is to ensure that schools and staff are properly equipped to support to our EB students on an individualized basis, because all students deserve access to the same programs and instruction that could lead to academic success.
