Proclamation 2019 List of Instructional Materials Adopted by the State Board of Education
The State Board of Education (SBOE) issued Proclamation 2019 at their April 2017 meeting. The adoption of materials under Proclamation 2019 is scheduled to occur in November 2018. The adopted materials are scheduled to go into classrooms in the 2019–20 school year.Instructional materials will be available for viewing during the normal school year and summer months according to the following schedule:Monday - Thursday8:30 AM - 4:30 PMFridayBy appointment only
Proclamation 2019 calls for instructional materials for the following subject areas:
- English Language Arts and Reading, Grades K-8
- Spanish Language Arts and Reading, Grades K-6
- Spelling (English and Spanish), Grades 1-6
- Handwriting (English and Spanish), Grades K-5
- English Learners Language Arts, Grades 7-8
- Personal Financial Literacy

Instructional Materials
Adoption Schedule
The State Board of Education approves a cycle for the review and adoption of instructional materials. The adoption cycle is available on the TEA website.

Proclamation 2019 Timeline
- April 2018 - Pre-adoption samples available (Region One will make samples available in digital format when available)
- Spring/Summer 2018 - The state review panel evaluates instructional materials submitted for adoption
- October 2018 - The List of Instructional Materials Recommended for Adoption Under Proclamation 2019 is posted on the TEA website
- Novermber 2018 - SBOE takes action regarding materials submitted under Proclamation 2019
- December 2018 - The List of Instructional Materials Adopted Under Proclamation 2019 is posted on the TEA website
- April 2019 - School districts and open-enrollment charter schools that have funding available may begin submitting orders for new instructional materials through EMAT
