HB 5 requires school districts to partner with at least one institution of higher education to develop and provide college preparatory courses (CPC) in mathematics and ELA for 12th-grade students who have yet to demonstrate college readiness.

As stipulated in the HB 5 CPC Memorandum of Understanding, signed in 2020 by Region Onesuperintendents and presidents of the local institutions of higher education, English and Math HB 5 CPC teachers are required to attend continuing professional development offerings to instruct these courses. The required training includes an initial August training or make-up training, and follow-up training throughout the academic year. 

Students who successfully pass the course(s) receive a college readiness waiver that exempts them from the corresponding TSI assessment(s) and allows them to enter into college-credit-bearing courses. 

Additionally, students who successfully complete the College Prep Course in English or Math can earn advanced course credit for the foundation plan in the respective content area. Each secondary campus must follow its district protocol to offer this opportunity to students.
