Tri-Agency Workforce Initiative

Established in March 2016 by Governor Greg Abbott, the Tri-Agency Workforce Initiative tasked the Commissioners and designated staff of the Texas Higher Education Coordinating Board, the Texas WorkforceCommission, and the Texas Education Agency to work together to develop strong links between education and industry.

Our Mission

Support efficient and flexible pathways to earning degrees, certificates, and other credentials
Ensure students receive the support necessary to succeed at all stages of their education
Create robust infrastructure for interagency collaboration & ensure improved student outcomes.

The Regional Convener System

In April 2023, the Tri-Agency launched a $12 million grant program focused on identifying, training, and designating a Regional Convener in each of the state’s 28 workforce development areas (WDAs) to develop a Regional Pathways System that will support the Tri-Agency mission, priorities, goals, and strategies. The Tri-Agency leveraged existing structures, such as regional workforce development boards, education service centers, institutions of higher education, and regional nonprofits to serve as a Regional Convener.

Regional Convener Responsibilities

Region One ESC is designated as the Tri-Agency Regional Convener for WorkforceDevelopment Area (WDA) 23-Lower Rio. Our role is to oversee the development, implementation and monitoring of the regional strategy for high-quality career and education pathways into targeted industries across the entire workforce development area including Starr, Hidalgo and Willacy counties.
